Recently, the smart scan in Avast Premier will stick on 80%.  It completes all tasks except network issues.  It doesn't finish.  I have uninstalled the program and reinstalled it.  The issue has remained throughout the re-installation.

Do Repair Avast:
1. Avast GUI -> Settings -> Troubleshooting
2. Click on 'REPAIR APP'.
3. Follow instructions.

Thank you for your suggestion.  Unfortunately, I tried the "Repair App" before moving on to the uninstall and fresh install.  Thank you again for the help!

Yes, I have restarted the system from the repair attempt and the reinstall.  I do not leave my computer on constantly.  I only turn it on when it used and shut down once all work is complete.

There is a difference between shutting it down and starting it back up and doing a Restart.
