Whitelisting program for developers

I am a software developer for MS Windows desktop apps.  I am trying to gain permission to submit our software products for whitelisting.  I am encountering numerous difficulties.

1) Your support page (https://support.avast.com/en-us) provides absolutely nothing for developers inquirying about whitelisting submissions

2) When I google how to submit apps, I find this page (https://www.avast.com/whitelist-program-registration).  When I enter my email address and attach my app, I get a success page response.  However, minutes later, I get the following email from Avast:

Unfortunately it is not first attempt to register from: @######.com domain. Your request was rejected.

If you are missing our decision from first attempt, please note that the request can be still in pending status.

First of all, I don't recall ever registering at any time previously.  But let's say that I did.  This email provides no way to recover a lost password.   Second, this email provides no way to interact with Avast, for the support page it links to (https://support.avast.com/en-ww) is worthless. It simply has the user querying your FAQ database.

Why does Avast make this so difficult for developers?  It's bad enough that developers are constantly having to deal with dozens of false positives by the dozens of antivirus products.  Then you add insult to injury by making it so difficult to communicate with the man behind the curtain controlling the whitelisting program.

When I try calling the phone numbers for Avast, they won't do anything for you except tell you to visit their website.

Lastly, why if Avast's whitelisting submission page pretty much a carbon copy of AVG's whitelisting submisison page?  Compare https://www.avg.com/en-ww/whitelist-program-registration with https://www.avast.com/en-us/whitelist-program-registration     Is AVG the same product/company as Avast?
