services.exe can't be found - Win98 - Avast Home

Hello,  any idea, why On Access Protection cannot be started in Windows 98 ?  services.exe  cannot be found, says at the beginning. Or "The requested resident task was not found", if I try to start it manually.
   Uninstalling and installing the whole program, even in a different language, does not solve the problem  :'(
