Connectivity issue

I tried repeatedly, over a period of two days, to log into the following website: usdaminc.sc.egov.usda.gov and I receive one of two messages and they were than my browser is out of date, however after the numerous attempts over two days I did finally get through to the site.  Additionally, when I try to login to my email I receive the following message “This site can’t be reached mail.aol.com’s server IP address could not be found and, usually, after 3 to 10 attempts I do connect, but this should not be this way.

I ran network diagnostics and I received the following message “Detects problems with network connectivity” but I have no idea what it means.

Can anyone advise me and if the can I would be terribly grateful.
