Error 0x8009000BU

I seen a few other post about this but really did not see anything that directly relates to my issue.  Working on a computer that is my dad's that had gotten encrypted and has now been repair and such.

We have backup of the files that are contained in the Avast Password Location, these are clean backup copies before his computer got infected. 

He uses a Master Password to secure his password file, so my question is, if we uninstall Avast (we tried a repair from within Avast and it did nothing) and then reinstall it and download and reinstall the files for the password location, should the system start working correctly again.
