Faulty scan to put documents in the Sensitive Data Shield

Why do I have to rely on a faulty scan to put documents in the Sensitive Data Shield? I should be able to put documents in there whenever I want. For example, I have a text file called passwords.txt and Avast couldn't pick that up (don't judge, I use a password manager, it's just for example, also it does contain some passwords so it's not just a blank document). Why can't I just put that in without having to scan and have it not detect that file? Please add that ability!
