Suspicious behaviour from TRACERT.EXE

Can anyone tell me why Avast starts up TRACERT.EXE during startup? I found it suspicious to have this Windows exe suddenly firing up all on its own and trying to connect to the internet and eventually managed to identify that it was AvastSvc.exe firing it up. I suspect it starts up Ping.exe too but have been unable to confirm what starts it up.

I'm inclined to just block it but it I think I should know what it's for.

I'm on/in/with Win7 and yes, TRACERT.EXE is in the Windows/System32 folder and a virus scan comes up clean. My Avast prog and definitions are up to date.

My question is not what tracert.exe is (the first thing I did was look that up) my question is what's AvastSvc.exe doing with it?

Why did Avast's update trigger tracert.exe ?
I blocked tracert.exe from running this time.

@iMic, could you say what the effect was of blocking it? I was tempted to do the same but did not know what adverse effects it might have.
