What do you mean by issuing certificates ?

As far as I'm aware Avast isn't an authorised issuing authority for certificates.  Even if it were they and presumably those authorised to do so don't exercise any bias or prejudice, that isn't the task of an issuing authority.

I believe you may be misinterpreting the certificate used by the web shield to be able to scan https content.  It is saying nothing about site content, etc.

Please edit your post and break the active link hXXps:// (as I have here), especially since you wouldn't want anyone clicking on that link.
