Tried to reinstall but still get the same screen
[ LOADING...   This shouldn't take long. ]
10-15 minutes, still nothing but I can hear that my hard drive is working pretty steady
Any ideas?

Hi,

This could be due to DNS issues.

Please try this:
Steps to change DNS settings
1. (At the lower right-hand corner of your windows screen, if your taskbar is at the bottom)
Right-click on the network icon in the taskbar and click "Open Network and Sharing Center" / "Open Network & Internet settings".

2. Click "Change adapter settings".

3. Select the active/ connected network adapter and right-click and select "Properties".

4. Select "Internet Protocol Version 4 (TCP/IPv4)" and click properties and then select "Use the following DNS server address". (By default "obtain DNS server address automatically" is selected). When you select "Use the following DNS server address", you can use the DNS address you want. Popular public DNS addresses are google DNS (8.8.8.8 or 8.8.4.4).

After changing the DNS settings, click ok in the TCP/IP properties wizard.

Once the settings have been changed, "Restart" Windows
