This has been happening for quite some time.
When you check for a program update, you're always told you're up to date

Even whn you know there's a new version available.
It requires a second check for a program update to actually start the update.

Despite the fact that all of this should happen with out a restart,
the program still asks for a restart.

Hi Bob, thank you for your report.

A/ The incorrect user interface refresh once you click on update is known and will be fixed. Guys from User Interface are kind of overloaded at the moment with more priority stuff. Please be patient ;-)

B/ Restart after update to the new version is required always. Please do not confuse update and upgrade. Upgrade is now without restart. Update will require restart.

Thanks Petr

Got it,
Thanks for the clarification on 'Restart' and discrepancy with the " incorrect user interface refresh".
All good so far.  :)

Anybody tested whether Rescue Disk works?
Since you're obviously interested, why don't you test it?

Hi rocksteady, Rescue Disk, as far as I know, should be fixed. Please try it and let us know. Thank you.

I have no plans on doing Beta testing, there is enough fun with the production versions.
I do expect those that are involved in Beta testing, to test all things that the devs are reporting as fixed (including Rescue Disk) to give confidence they are indeed fixed prior to production release.

B/ Restart after update to the new version is required always. Please do not confuse update and upgrade. Upgrade is now without restart. Update will require restart.

What is the difference?

B/ Restart after update to the new version is required always. Please do not confuse update and upgrade. Upgrade is now without restart. Update will require restart.

What is the difference?
An upgrade is the act of replacing your product with a newer, and often more superior, version or similar product.
Therefore, an update modifies your current product while an upgrade totally replaces it. ...
On the other hand, upgrades are distinct and do not need the older software to function.
