Have you ever done a clean install?

If Repair doesn't fix the problem, try the following:

Here we are! The clean install worked. Now the firewall is active. The only thing wrong is that I've lost all my settings, even if I did "Back up settings" before the procedure and "Restore settings" after the installation. I get no error messages but no settings restored.
