Web Shield with EICAR in ZIP archive. If it's detected right away it works :)
Network Shield cannot be tested but it works as it cannot really have any compatibility problems.

What exactly is the Network Shield.  The official description is a little vague.  For example, I have a two computer network.  One cable on the other a remote wireless machine.  Does it monitor activity between the two machines and the router or does the Network Shield provide something else?

It scans TCP/IP traffic on all network adapters, looking for malicious signatures (i.e. ATTACKS). Technically, it's a network IDS http://en.wikipedia.org/wiki/Network_intrusion_detection_system with a carefully selected set of signatures.

Try these:
http://www.eicar.org/anti_virus_test_file.htm
Web Shield Test
http://www.eicar.org/download/eicar.com
NOD32 - JPEG Exploit
http://www.nod32.de/download/jpegcompoc.jpg http://www.nod32.de/download/jpegcompoc.zip

As RejZoR said no way to test network Shield unless you get an attack.
