I Need help Syncing Passwords. Refresh wont Load.

Hi, i just reseted my computer yesterday and i cant figure out how to sync passwords from my other login before i reset. here is the screenshot, can you help me? im also having trouble trying to contact a Avast agent for this because they wont answer.

You don't seem to have a paid Avast product.
