I have a Windows 2016 server stuck on 4.14.145. Shows "New version is availiable: 4.20.85" agent in ON Premise Console (7.16.751). Automatic updates are on... it updated application ver to 20.4 automatically last week... rebooted... agent version unchanged. This device has also been reinstalled once and "repaired" once some time ago. All of my devices were stuck back when Avast Client was still ver 19.7... I think it's the only device left that hasn't updated the Agent Version and it has been quite a while since the others finished.

I ran the 20.4 installation (the version that was already installed)... it did a quick install of just the Agent and finished. This seemed to fix it, but now (after console upgrade), it no longer shows the agent version in the Console for that device... WEIRD! I'm not sure I trust this to be fixed just yet.
