i've installed windows 8.1 x64(not updated) on other computer, tried to install visual c runtimes and it didn't worked. so i've searced futher.... i've found an offline installer version 18.8.2356. i've installed that version. it worked. then updated itself to 20.5.2415 and everything is working fine!
