Avast unable to connect to internal surveillance system

We have Avast Cloud Care Business, on v4.20.129 (latest currently) and have had an issue with connecting to our internal surveillance system for a while, unless we disable Web Shield component.  We use Vivotek Vast software to connect to our Corp building's security cameras and it will timeout if Web Shield is enabled.

Now for the twist - we are able to connect to our other sites' security cameras with Web Shield enabled.  Same software, different IP scheme.

We've added the software's extensions, folder, files, anything related to Vivotek in the exceptions, Turned off HTTPS scanning, toggled just about every setting that could make sense and added the IP of the server to the Ignored Addresses field.  Nothing except turning off Web Shield completely will it connect.  Our other sites we can connect no problem with Web Shield on, in fact I can't change anything to make it not connect!

Vivotek isn't super popular so I haven't found anything specifically to our issue and other suggestions that worked for other software did not work for us.  Any suggestions are welcome!  Thanks in advance!
