1.  Yes, HTTPS should be enabled.  Much of the internet traffic will be using https for transmission of content, so it has to be monitored.  Much has changed since this topic was started 7 months ago.  But essentially my answer is the same as https (SSL/TLS) traffic if anything would have increased.

2.  I'm not really sure what it is that you ask here as the above answer would be the safest option.
