Blocked cam

Hi all,
Here is shortly my problem.
My built-in webcam does not work, even after turning it off in privacy section. I also tried to totally disable Avast, but it doesnt work anyway.
I hope someone can help me solve this.

Why do you think that it's related to Avast..?
