Getting "Failed - Virus scan failed" when I try to download anything

Hi. This is very frustrating. Whenever I try to download anything from any site, even if I am 100% certain that it is secure, it fails to download and I get the message "Failed - Virus scan failed". I even tried to download the uninstall from Avast and couldn't download it. Help!!! I am on Windows 10 running Google Chrome.

Which version (paid/free) of Avast do you have?
Which verson of Windows?

Have you tried repair of Avast:
Menu>Settings>Troubleshooting> [Repair App]
then do a Restart (not Shutdown/Startup)

Also, If you have Avast firewall, is it set to "Private"?

That doesn't sound like an Avast message, post a screenshot.
