If you want to do it once, burning a CD/DVD, I suggest http://www.imgburn.com/

Are you talking about an external USB hard disk or about an optical media one?
If you will buy for backup, I suggest an USB hard disk and then you have to use another programs to do a full backup.
If you will buy an optical one, choose the DVD. The program works with CD and DVD.

I would do full partitions backups with http://www.partition-tool.com/personal.htm
