removal_tool.exe is not recognized ?

Why the file "removal_tool.exe", recognized by other antiviruses as virus, in circulation from the first days of December, from avast is not recognized as virus ? 
I have already sent you the infected file (last Saturday).

With all respect, but I don't understand this delay. 
Perhaps is not  held very dangerous or very diffused  ???
I have recommended and installed Avast on different computers. 
Now all of my friends are found in situation to not  be protected against this virus (if it is virus). 
Someone can explain because Avast doesn't recognize it yet (from his appearance by now more than 20 days they are passed)
