Windows 98 Scandisk & defrag never complete

I've recently installed Avast 4 Home edition and I'm extremely grateful for the continued availability of free anti-virus software for Windows 98.  Now I find that after disabling Avast via the system tray icon I am still unable to run scandisk or defrag to completion. 

Obviously performance will not deteriorate significantly for some time, but how can I disable Avast 4 _completely_ to enable these essential utilities to finish running?

If you have used the Stop On-Access protection that is as far as you can go without using the three finger salute (Ctrl+Alt+Del) and end any avast programs completely, but that is messy and you would have to reboot to restart those elements (Safe mode is a better option, see below).

Win98's defrag is very fragile and all sorts of programs need to be shut down so it is advisable to run a defrag from safe mode avast doesn't start in safe mode, nor will other programs that might get in the way.

I have the same problem under Windows Millenium. To défrag with efficacity I disconnect the modem temporaly from the PC.

Thanks very much for that tip about running scandisk and defrag in safe mode.  This is in accordance with advice from the Microsoft web site:

No problem, I thought that was the official line, but it has been a very long time since I used win98, good luck with the defrag.
