Downloads in Web Browsers Blocked?

I have Windows XP x64 and after installing avast, I can not download exe files from the internet. Does anyone know how to correct this?

Why can't you download, does it just hang no download, etc. What errors are displayed ?
avast doesn't block, but monitors content and alerts you to any infection.

Are web pages displayed OK and can you browse normally ?
What web browser are you using, have you tried another ?
Are you using a download manager program ?

Is the Info bar of IE appearing to you when you start a download?
Which browser do you use? Any download manager?
Which is your firewall?
