After you did the first scan, Avast knows what was scanned.
When you do a smartscan, it only needs to scan changed (new) or accessed files.
This happens on every scan, it skips the browser scan and outdated apps, which it shouldn't do. As you can see in the second screen shot, it immediately goes to malware without hesitation.
And the first screen shot shows that when it does I only have the "stop scan" button, not next. I have to close and reopen avast to push next and see the result.
This is not normal behaviour as I have 2 laptops where it doesn't have this kind of behaviour but they're intel laptops. And one even has an SSD as well, so it's not because it's purely that. So that does point to a big somehow, I already tried default settings, repair, reinstall, format etc. Nothing changed it.
And like I said, 2 different laptops don't have this. They actually scan the browser threats and outdated apps every single time. So there is a definite problem and it's not normal behaviour at all.
