Avast Web Shield Blocking Council Sites

I work for a organisation that provide websites for councils, whos users have recently been experiencing styles (Css) and Js been blocked when visiting. We have narrowed it down to being the Web Shield witin Avast Antivirus to being the problem. This problem only seems to occur for site with SSL certificates. Does anyone have any reasons why this would be occuring.
