So I was trying to enable "use secure DNS" option in settings and this happened (view image below) does anyone know how can I disable the parental controls so I can turn the "use secure DNS" option on?

I'm not sure if this is completely an Avast Secure Browser issue.
Are you also using avast Antivirus, if so what Avast Program are you using ?

Are you the parent wishing to do this ;)  ?

I don't know if this is some kind of linkage between the old avast antivirus, as if you had both Avast Secureline VPN and Avast antivirus if there is/was any interaction.

Where did you do the screen capture in your first post, can you not change the slider to enabled ?

However I suspect this could possibly be related to windows10 Parental Control settings.

Have you set any parental controls in Windows ?
Use the Windows key, type Family options > parental controls and see if there is anything there.

I'm afraid I can't be much practical help as I haven't had to use the parental controls.
See if you can find anything in this search string on the problem - https://www.google.co.uk/search?q=How+to+resolve+the+this+setting+is+disabled+because+parental+controls+are+on+error
