1033\avast.local_vc142.crt

In Program Files\Avast Software\Avast\1033\avast.local_vc142.crt, there are 51 0-length DLL files.  That doesn't seem to make sense.  Is it OK to delete those files?

Not knowing anything about your system (OS, build, etc) or the avast program version and build you have installed it is hard to say. 

That area however would be a protected area, deletion (empty or not) could have an impact and avast may simply replace them.

I don't have a 1033 sub-folder in the location you gave, but it does have a 2057 sub-folder, with a avast.local_vc142.crt file containing 51 0 KB files and 1 avast.local_vc142.crt.manifest file at 27KB.

I certainly wouldn't consider removing them, they might well be flagged as 0KB, but they certainly aren't empty, see attached image of one of them at random.

Removing them 'makes no sense to me.'
Why would be even considering this kind of housekeeping ?

don't delete them. These files are 0-length because they are just sym-links.

In other words, they are not 0-length, it's just your file manager deceiving you.
