Most other PUA detection software's will do the same thing and not something Microsoft has only just added to curb Google.
It's aim is to block any pre-checked software in all installers (not just Google as shown but Avast is also pre-ticked) with the 2004 update for the masses, though PUA has been possible to add through GPEDIT for quite some time.
Google is again in the Australian high court for deceptive practices - breaching privacy laws and data theft, I personally wouldn't touch anything Google and have all their web tracking blocked, I block Microsoft tracking also though I've found Microsoft far more upfront about their practices and openly provide the information to disable collective information.
