Windows 2000 boot up problem

On Windows 2000. right after boot, there's like a 2 minute window where if I try to launch most programs (some aren't affected) they'll just end up being stuck processes, I uninstalled Avast and the problem disappeared, reinstalled Avast and it comes back.

Any idea what this is?

Try this, avast Program Settings, Troubleshooting, Delay loading of avast! services after other system services.

What is your internet connection method ?
