I'm getting reports from many analysts in my department that Avast has to be completely disabled. It will make the installation fail for our customers even if they "allow" the exceptions. And there are many more blocks than before. It used to just block _setup.exe but now it is blocking 10 or 20 files if not more.

Reporting a Possible False Positive File or Website - https://www.avast.com/false-positive-file-form.php.
You should get a response in a day or two.

I cannot submit the installation file because it is 450 mb. Previously, they had specifically whitelisted "_setup.exe", but recently it is blocking numerous files. And, even if we "approve" each file that is being blocked, it still makes the installation fail.

Are they digitally signed ?

For them to whitelist  "_setup.exe" presumably that would have been digitally signed ?
Presumably it is  "_setup.exe" that is spawning these other files ?
But these that are being detected are being sent to the virus chest and are less than 450MB ?
If so then they could be submitted from the avast virus chest/quarantine.

As an avast user not avast team member I'm very limited on how I can help directly.

I checked about 6 of the exe's and they're all digitally signed.

You said that the _setup.exe had been whitelisted, was this under the developers program ?
As your digital signature should extend to the other exe files being created by the _setup.exe installation.
