Such a minor thing a 0.0.0001 increment very minor bug fix - Fixed an issue with missing translation during installation (tested in beta first). This
would probably get updated in the Engine and Virus definitions update with no user input required.
You probably remember that I don't like behind-the-scenes program updates (which are known to happen even with the manual-update setting which I have). In this case the update control screen flagged the program as being behind, but the pending update was NOT applied until I hit ye olde "CHECK FOR UPDATES" button. That led to me try downloading the offline installer and seeing that the installer had been changed from 21.9.6675.0 to 21.9.6698.0 which meant it had been updated. That further meant I could have avoided "CHECK FOR UPDATES," downloaded the installer and updated Avast per my preferences (Internet off during the update) instead.

I'm afraid I don't remember that you don't like behind-the-scenes program updates and I too have my Program Updates set to Manual. One difference here is that I'm still on 21.8.2487 (build 21.8.6586.697) as I usually wait for things to stabilise and that hasn't updated behind the scenes. So I'm usually a 00.1 increment behind.
I don't know why they did it this way in this case (e.g. having a beta release for such a small increment) as opposed to the Engine and Virus definitions update, that can deal with minor bug fixes. This does happen and the 'current' off-line installation file would also be updated behind the scenes, User Interface updates also happen this way and they to would be updated behind the scenes.
Then there is the Emergency Update function for more serious/critical bug fixes, which would also be included in the 'current' off-line installation file.
This behind the scenes update 'current' off-line installation file, is no doubt because avast doesn't offer old builds for download, only the 'current' version.
