Scanning in Safe Mode

Does scanning in safe mode with avast! allow it to remove tough-to-remove viruses, or does this not apply.  I am wondering this because, for example, scanning with Spybot and Windows Defender allows it to remove tough-to-remove spyware.

It is better than running in normal mode as it may be that the malware isn't running as not everything runs in safe mode. that is the idea of it being safe, it is usually used to try and overcome problems like conflicts because it is a restricted mode.

This does in some cases mean malware might not be running but many are nor able to run in safe mode, however if you have XP you should use the avast boot-time scan as most won't be running before windows is fully up and running.

If you want to remove tough-to-remove spyware/malware, nothing is better than avast boot time scanning...
