Does Avast free Anti-virus only work with updated Windows 7?

Im going to buy Windows 11 next year, I no longer have a registered copy of windows 7 which i'm running, Its not updated at all with any service packs therefore. I can install avast and I can reinstall to get the latest version, but the definitions never succeed in updating, is this because Windows 7 isnt updated?

Important notice for users of Windows 7
Due to an expiring Microsoft certificate for signing drivers, we had to block updates and installations from users with outdated/unpatched versions of Windows 7 (up to KB3033929). Unless they update their operating system, they will remain on version 21.2 of Avast and will not be able to perform future program updates.
