Avast Free running in background and prevent user from disabling protection

Hi.
Got a problem.
I have created two pc users. One admin and other is user.
Is there any chance that I can forbidd user to disable antivirus protection.
I have set password to forbidd making any changes in settings but that's ofc not solution for my problem.
Is there any chance that avast is running in background and user can't disable protection?
