Some of my apps are not addressed in Cleanup for Android

Quite a few of my apps do not show in Cleanup, and so they don't get cleaned or shutdown (These apps are *not* in the "Ignore" category (or showing anywhere in my Cleanup app lists/screens. It's a nuisance that I've got to go to each of the missing apps, in my settings, and shut them down and clear each cache.
Is anyone else having this issue?
And is there a way to make those apps show up in Cleanup?

Could you clarify where in Cleanup you expect the apps to show? Could you also provide an example app?
