Avast Tech, PLEASE!!! usi GETKSKIN error

I am unable to complete memory of the Avast Home 4.7 edition onto my computer.  I get an error "usiGETSKIN FAILED"  The error message refers me to the following link:  http://www.avast.com/eng/i_have_installed_ava.html  When I try entering the command I get another error message that states "LoadLibrary ACTSKIN4.OCX failed - could not be found.  What do I do now?  I have looked at the other postings re: this but no success in correcting my problem.  Thanks ::)

About the "usigetskin failed" issue, if the repair does not solve it:
You will have to register ACTSKIN4.OCX
Follow the instructions:

Select START > RUN...
Enter the following command:
If you have Windows NT or 2000:
C:\WINNT\SYSTEM32\REGSVR32.EXE ACTSKIN4.OCX
If you have Windows 95, 98 or ME:
C:\WINDOWS\SYSTEM\REGSVR32.EXE ACTSKIN4.OCX
If you have Windows XP:
C:\WINDOWS\SYSTEM32\REGSVR32.EXE ACTSKIN4.OCX
If you have Windows x64:
C:\WINDOWS\SysWOW64\REGSVR32.EXE ACTSKIN4.OCX

Press OK (or Enter).
A message saying that the file was successfully registered should appear...

For some reason, ActiveSkin (the 3rd party library avast uses for skinning) does not seem to be working on your system. As a workaround, we may disable skinning in avast - that should solve the problem.

If that fails, I suggest an installation from the scratch:

1. Uninstall avast from Control Panel first.
2. Boot.
3. Use Avast Uninstall for complete uninstallation.
4. Boot.
5. Install again the last version.
6. Boot.
7. Check and post the results.
