Same company - different skin - underlying code would be pretty much the same.
But as always, insufficient information to give a detailed answer. Avast & AVG have multiple products and you don't say what you are comparing, apples/oranges.

As DavidR mentioned...underlying code is the same, so scanning is the same.

Yepp as said, scan engine and virus signatures are identical
In short, identical,on the inside, different on the outside
