Avast slowing?

I dont know whether its my ISP's fault or whether Avast has gotten slower on my computer but the web shield is scanning things really slowly, is there a test I can do to see if it is my ISP being slow or Avast?

it appears it could be my ISP according to the results, hopefully it will be resolved later, thanks for the help
