Make a new skin

Hello. Sorry for my language but I don't speak very good the English. My question is because I want make a new skin for avast but I don't know with what program can make this. Please tell me the name of some program, the link to the download and if is possible, a tutorial for this.

I think it won't worth... avast 5 won't be a skinnable application anymore.

ActiveSkin is not supported anymore...

I'm not sure if it's even worth to make any skins since the support for them will be dropped in avast! 5.0.
Unless you're willing to sacrifice your time so users will use the skin till end of this year or so.
