We uncheck that function but after a reboot it always comes back up. client uses Entourage instead of Mail and this is increasingly troublesome.

something is keeping your rule in mail's rule preferences (the tick presence in preferences is derived from this re-check).
Just rename/remove the "GetRuleScript.txt" file in /Applications/avast!.app/Contents/Resources to get rid of Mail binding forever (use ctrl-click in Finder to be able to go to the "Contents" of avast!.app).
