Depends on the pop-up.
I guess from the title of the thread you are referring to the advertising that occurs on many web pages when opened. (Some are much worse than others. Some don't have any.)
That's pretty much a fact of life, and browser popup and ad blockers are available to prevent them loading.
However, if you're talking about a type of pop-up that says something like "Win 2020 virus scan has detekted 63 items of spyware on your PC. Click here to run a...", that is definitely malware. (BTW, such things should never be clicked. Removal is a whole new story.)
Windows 10,Windows Firewall,Firefox w/Adblock.

It is possibly easier to answer 'where do babies come from.'

Pop-ups are varied and can come from many sources, some of which are legitimate, but no less a pain in the rear.

Many web sites have pop-ups when you visit pages and there are also pop-unders that open behind the window you are viewing and when you close that do you see it. Installing some softwaare can result in 'targeted' ads, that may be in the form of pop-ups or other means, ads in the actual pages you are viewing. Some toolbars monitor your browsing activity, again to deliver adverts.

No matter what they are pop-ups however they originate, the why will be no different to any conventional ad, marketing to make money.

Here's a little better link...  Scroll down to the bottom of the page...
http://www.rightutilities.com/products/overview.htm

Firefox does a good job of blocking Pop-Ups...  Does anyone know of an extension to Firefox to block Pop-Unders?

@hines232
A switch to Firefox would almost eliminate the need for another piece of software...  I believe, that Firefox 2 is still available which is what you'd need on your OS...  Firefox 3 doesn't run on WindowsMe...

Only supports IE...

Well technically they are the same, the initiation should be what is being caught rather than simply the location/positioning, above or below the current window.

I haven't seen one pop-under with firefox, though pop-unders never really had the same volume as the conventional pop-up.

I'm very happy with the way it works, and no problem so far.  ;D thanks.
