Tech - Thank you for your replies.

It's obvious to me (and others, based on what I've read) that in its current form, VRDB does not appear to be working properly.

If it's outdated, then remove it.  Alwil should probably issue a program update removing that functionality out of the current version, instead of the users waiting for any new version (4.9 or 5.0) to be released.  In my opinion, that's the easiest way to deal with it.

The only problem you appear to have has to do with your attempt to make changes which
under normal circumstances are never touched.
I have VRDB disabled but not by messing with the ini file.

I decided to give this one more try.  After the installation and first reboot, both the (i) and (a) icons correctly appeared.  I let the PC do its thing to update Avast! after this first reboot without running anything else, this took 20 minutes (likely slow CPU-related).  Once it completed the update and avast.setup was finished, I went into the settings and checked the box to show the icon when updating.  As avast.setup had already finished updating, this particular Settings screen did not hang.

As it stands now, all is well again.    :)
