Promoting a site that you have an interest in (OK in this case your friend) is against the forums rules I believe.

It is/was called the Off-topic forum which was closed down a long time ago, at times even that got a little heated.

Other forums I use don't have a problem with there "Open Forum" as the people that use it are not immature children that can't follow the rules!

If it would make any difference could we "Request" that the "Off-Topic" category be reinstated on a "Probational" basis? If so, which "Category" would i put such a request in?

That was no different in the avast forums but you will always get people who don't observe rules, etc. There have been many pleas but the answer has always been a firm no. This forum, General, if you read its description is all things 'related' to the forums.

Since there is no more off-topic forum there has been a little latitude in the General forum provided it doesn't get too off-topic, the last thing we want it that closed.

I belong to about four forums.  One has extremely strict rules about what can and cannot be posted, and don't hesitate to delete anything that doesn't strictly adhere to those rules. Another forum isn't divided up into categories, so people usually just start an OT thread if they want.  It is pretty much free-for-all whether it's OT, or just a disagreement on the on-topic issues.  Rarely does a post get deleted by an admin or moderator.   They have a "delete spam" option on there, and there have been times where members would get so upset or angry about the way another poster was "talking," that they'd delete those posts themselves under the "spam" option (which, of course, were later reinstated by admin, but it's still a mess sometimes). A couple of other forums are pretty small, and we all seem to "get along" just fine.

I know I wouldn't want to have the responsibility of monitoring posts; it can be a rough and time-consuming job. Even adults (as opposed to children) can be pretty unruly sometimes!   ;)

Usually that happens when the so called adults start to act like children.  :'(
