NO! Read the license agreement. It may come to you as a big surprise, but the home edition is for........ home use!

     It's radicalb21. First let me welcome you to the forum. To answer your question simply and easily NO you cannot use the avast! 4 Home Edition on 40 or so computers for a local government in another country. Here is the answer in print from the avast website:

avast! Home is now free of charge for HOME users for NON-COMMERCIAL use. You can find more info here. If you are not a home user or you use your computer for profit, you should buy the commercial version here.
