Why am I not able to update the BART CD?  ???

Also, I'm using the version 3 beta and can't run the setup again to repair, only uninstall.

Please send me file setup.log from setup folder, and dirlist of files in setup folder (using command: dir "C:\Program Files\Alwil Software\BART\Setup" >dirlist.txt)

Setup will install the following components:
avast! BART CD Manager

Installed in: D:\Util\Antivirus\BART
Required disk space: 5.105 KB
Free space: 9.386.216 KB



There isn't a setup folder  ??? ::)

I didn't see you have Vista, in this case the setup folder is here:
C:\ProgramData\Alwil Software\BART\Setup

There's some inconsistence between version numbers - you still have setup.ovr of build 211, but packages for build 215 are already downloaded.
To fix it, change the registry value HKEY_LOCAL_MACHINE\SOFTWARE\Alwil Software\Bart\4.0\SetupVersion to 211 decimal (or d7 hexadecimal). Then start BART CD Manager and run update again.

It's already on 211 (hexadecimal d3). I'll try pass to 215...
