An interesting quote that is just about as untrue as it can be. There is a difference I will agree but the truth is rather different.
The real world is like this:
Email client - downloads the mail and stores it in a database on your system.
Webmail - does not download the mail and it is stored on the Webmail service.
When you view a message:
Email client - since most emails are html these days then the message body is retrieved from the email database and uses your html provider of choice (normally your browser engine) to render the message viewable.
Webmail - the message body
is downloaded to your system and rendered by your browser to make it viewable.
If you access an attachment:
Email client - it is retrieved from your email database and processed according to the file type settings of your system.
Webmail - the attachment
is downloaded to your system and processed according to the file type settings of your system.
