The website http://www.evosla.com/rav.php looks normal. The download is a zipped exe that scanned clean. It's a standalone; no install, runs painlessly and only on command.
I don't know how effective it is, but it certainly seems harmless, and maybe good. I very much doubt it's a rogue.

I think i see on your screen its say its a scanner for flash usb or disk if i remember correctly ?
