Win 98 SE: Can't start the on access scanner

Today I installed avast 4.8 home on our Win 98 SE system and I can't start the on access scanner. There are also no providers in the list. Emails are scanned. Where is the problem?

Did you have a different Antivirus before Avast?

If so how was it removed?

Can you check the process list of task manager to see what ash... programs are running?

No ash... programs are running nor were running yesterday.

I'm slightly confused,

You say its running, but there are no Ash...  processes running

How can you tell?

There should be processes running, see image
