This is what happens when I try to download flash...

and this is the address in the bar when it happens. Multiple scans with various scanners came up with nothing on my system, and I'm stuck here with an ancient version of flash...

What is the OS, and the IE version?
Windows 10,Windows Firewall,Firefox w/Adblock.

I've run malwarebytes and spybot, as well as avast.

My OS is XP sp3 and I use IE8.

Not familiar with IE8, so sorry.
It could well be a security setting in IE8 that is blocking it. Are you using default settings?
Are you attempting to install from the official site, or by being referred from, say, a streaming video site that has prompted you to install the latest version?
If the latter, go to the official site. (always do this, for any software download.)

I'm trying to download it directly from adobe and getting this message with any security setting, excluding off.

This is the first time I've ever seen this happen, and I'm not all that inexperienced.

Have you ever seen it happen when using IE8, before, though?
New territory, at least for me. (Must download IE8, see what the story is.)
So just a few ideas/theories/research results to try...

32 or 64 bit Windows XP? (Adobe Flash is not supported for 64bit OS in IE8)
Do you have "Windows Steady State" installed? If so, Under Feature Restrictions – uncheck "Third party extension buttons".
Running an admin account? Will need to to install the add-on.
Another way that might work is to download the flash player to your desktop (or convenient software storage folder) and try installing it from there.
As a last resort, try disabling DEP, at least temporarily.

There are a lot of posts about IE8 and Flash player problems on the web at large, including the problem you are having.
This is a MS/Adobe issue, rather than Avast.
