avast should be blocking the access to this webpage with NetShield. Are you saying that regardless that, you were infected, i.e., avast fails to block the infection? 
Your quoting is incorrect, theslydog didn't say that but quoted andersons post in his reply
thelsydog is saying that he had the same problem as anderson (whom he quoted), something continually trying to connect to this site and avast is blocking it. So because of this he believed there may be something on his system and indicated what he did to ensure it was removed.
